In accordance with the Presidential Resolution of December 2, 2024, measures were defined to promote the socio-economic development of Namangan region, enhance the investment climate, and improve the business environment. In particular, for 2025, plans were set to attract $4.2 billion in investments, ensure $1 billion in exports, create 323,000 jobs, and lift 55,000 families out of poverty.
The main driving force in this regard is small business and entrepreneurship, with 82 percent of Namangan’s working-age population employed in this sector.
Since the beginning of the year, approximately $1.6 billion in investments have been attracted to the region. However, the majority of these investments were concentrated in the city of Namangan and central districts, while areas such as Mingbuloq, Norin, Uychi, and Chortoq still require increased investment volumes. In the export sector as well, it is necessary to expand the range of goods and activate the potential of remote districts.
The region’s agriculture is also yielding high returns. In Yangikurgan district alone, income per hectare exceeds $20,000.
To maximize the effective use of these opportunities, an administrative and economic reform of the territories has been initiated at the President’s initiative. A Reform Headquarters has been established in Namangan region, bringing together specialists, leading entrepreneurs, and international experts. As a result of their joint efforts, an additional $1 billion in projects has been developed.
At the meeting, responsible officials presented these new opportunities. It was noted that the implementation of these initiatives will lead to the creation of 12,000 jobs, contribute 200 billion UZS to the budget, and generate exports worth $160 million.
For example, in Norin district, the introduction of intensive fish farming methods in household settings is planned, while in Mingbuloq, the development of duck farming will be promoted. These areas are crucial for food security and the creation of numerous jobs. The President emphasized the need to extend these experiences to other regions of the country.
Currently, there are 55,000 unemployed citizens and 44,000 low-income families in the region. The task has been set to guide them towards acquiring professions, assist with employment, and help create home-based income sources. Instructions were also given to strengthen the social environment and transform mahallas into territories free of crime
